State Responsibilities in Promoting the Positive Use of Social Media in Light of the Seerah of the Prophet Muhammad ﷺ

Abstract

In the contemporary digital age, social media plays a pivotal role in shaping public opinion, spreading information, and influencing behavior, especially among the youth. While it offers immense opportunities for communication and education, its misuse can lead to moral decline, misinformation, and societal discord. This paper explores the responsibilities of the state in promoting the ethical and constructive use of social media in light of the Seerah (biography) of Prophet Muhammad ﷺ. Drawing inspiration from the Prophet’s emphasis on truthfulness, respect, consultation (shura), moral conduct, and social harmony, this study proposes that the state must play a proactive role in guiding society towards responsible digital behavior. The Prophet ﷺ not only emphasized the power of words and communication but also established ethical standards for public discourse and community engagement. The abstract outlines key recommendations, including incorporating media ethics into educational curricula, launching national awareness campaigns inspired by Prophetic teachings, implementing regulatory frameworks against harmful content, and engaging scholars and experts in digital literacy initiatives. By aligning state policies with the moral principles derived from the Seerah, it is possible to cultivate a socially responsible and ethically aware digital culture. This approach not only ensures the protection of societal values but also presents a prophetic model for governance and public guidance in the realm of digital communication.
